Khartoum, July 26 (SUNA) - The Head of the Government Delegation to Doha Darfur Peace Talks in Dr. Amin Hassan Omer has stressed the Government of Sudan would not tolerate the presence of the head of the Justice and Equality Movement (JEM) Khalil Ibrahim or any movement leader that declines to join the negotiating table in Doha, inside any of the neighbouring countries
He pointed out Khalil's presence in Libya was discussed at highest levels in the two countries on the sidelines of the Sahel- Sahara summit, held recently in N'djamena, Chad
Dr. Omer has said at a news conference he held Monday here, that the negotiating teams would meet after Muslim Holy Month of Ramadan adding that the econciliation committee and the Peace and the committee on security arrangements would resume meetings on August
He pointed out that the next October is considered a suitable time for the conclusion of the negotiations and reaching a peaceful settlement for Darfur crisis, adding that Sudan would not welcome creation of a new track or beginning of separate negotiation with any new movement
The government head delegation to the Doha Peace talks said that the outcomes of the consulting meetings in Paris and Addis Ababa, the special Envoys in Al-Fasher and in Khartoum were positive and that the government new strategy towards Darfur would be based on those outcomes
Dr. Omer lashed out at the manuscript of Heidelberg, describing it as biased in its stances to the outlawed movements, saying that it gave the International Criminal Court and the external courts jurisdiction over Sudanese sujects, drawing attention to the fact that the visions of the different parties were not represented in a balanced way and that the document hinted at self-determination to the people of Darfur, therefore he continued, the government rejected it
Regarding the position of Khalil Ibrahim and Abdal-Wahid Mohamed Nur, Dr.Omar commented that Khalil assessment to his political and military stances was wrong, expressing hope that Khalil would reconsider his stand and return to the negotiations table
With respect to Nur, Chairman of the Sudan Liberation Movement, Dr. Amin said Nur was now living in France while his political leaders and military commanders abandoned him
He noted that there is a similarities in terms of issues in the framework agreements which were signed with the Justice and Equality Movement and those signed with the Liberation and Justice Movement
