Written by : Ibrahim Musa/ Khartoum / 11/ 12 / the announced referendum commission under chairmanship of Mohamed Ibrahim Khalil and eight other members face a number of challenges connected by the complications of the referendum process on the future and self determination of south Sudan The step of holding the referendum is regarded as the most important within the context of completing the peace operation following the elections The referendum commission after being approved by the National Assembly within the coming few days is expected to carry on its measures and make its internal structures and start the process of the referendum operation This
make the commission needed acceptance by the political powers so as to carry on its task in a peaceful climate. The tasks of the referendum commission are represented in the right of organizing the referendum process and its supervision , making, reviewing and approving the referendum record , beside issuing the registration card making the special measures of staying which qualify the citizens to vote besides if necessary the postponement of the referendum for any emergency circumstances provided that the federal government and the government of south Sudan approve it and specify a new date There are some preconditions that should be fulfilled to hold a peaceful referendum represented in guaranteeing the respect of the basic rights which is legally abiding , reactivating the measures stipulated for in the law , to adhere to the law and the organizing measure packages and to open the doors for the local and international observers The requirements to be available to facilitate the commission's task are adopting the social reconciliation principle, and make a political coordination between the different political bodies and realizing a national consensus that leads to a voluntary unity. The observers point to the significance of adopting understanding issues regarding the unity of the Sudan specially between the SPLM and the different political powers in the north , and convincing all the people that the national interest is in the unity of the Sudan Also to address the unity issue regarding it as one of the strategic issues of the Sudan. Among the most significance challenges facing the referendum commission within its tasks is the advent of the autumn season and falling of the rain which may hinder the movement and transportation of the assisting and logistic equipments and the follow up operations which make the registration process difficult , beside other problems including investigating the identities of the Southerners in the north and abroad It is to mention that the transitional constitution and the comprehensive peace agreement have assured the Sudan unity as an attractive choice to be supported.
